A nationally recognized physician leader and health policy expert, Dr. Shah has held senior positions across government, industry, and academia. At the U.S. Food and Drug Administration, he served as Deputy Commissioner for Medical and Scientific Affairs, where he guided consensus policy on advanced manufacturing, digital health, consumer protection, decentralized clinical trials, and the Coronavirus Treatment Acceleration Program. During the Covid pandemic, he directed FDA’s preparedness and recovery policy, advising the White House, Cabinet officials, Governors, and Congressional leadership.
Previously at the Centers for Medicare & Medicaid Services, Dr. Shah served as Senior Medical Advisor, counseling on medical and scientific innovation, and as Chief Medical Officer at the Center for Medicare & Medicaid Innovation. There, he led the clinical design of novel value-based payment and delivery models across primary and specialty care.
Dr. Shah is a practicing oncologist specializing in prostate cancer. At the National Institutes of Health, he developed and led a survivorship clinic for patients enrolled in clinical trials. His scholarly work includes publications in The New England Journal of Medicine, JAMA, Health Affairs, Cancer, and Nature Reviews Drug Discovery. He is an Adjunct Professor of Medical Ethics and Health Policy and an Adjunct Senior Fellow at the Leonard Davis Institute of Health Economics at the University of Pennsylvania.
Dr. Shah completed his M.D. at the University of Pennsylvania and an M.P.H. at Harvard. He trained in radiation oncology at Columbia University, where he was chief resident. A Duke University economics graduate with honors, he also served as a Canada-U.S. Fulbright Scholar.
